Legislators back Pul’s leadership
ITANAGAR, Jun 21: A joint Legislature Party meeting comprising of Legislators of the People's Party of Arunachal (PPA), the Bharatiya Janata Party (BJP) and Independents (Ind) has unequivocally expressed their complete faith and confidence in the leadership of Chief Minister Kalikho Pul.
All the MLAs also authorized the Chief Minister to take appropriate political decisions as deemed proper, on a need basis and in keeping with emerging political situations if they arise, keeping the best interests of the development of the State, the Party and the Members in mind.
This decision came at a meeting held at Itanagar on Monday.
The meeting further discussed "various issues related to development and planning".
Chief Minister and Leader of the People's Party of Arunachal Legislators Party Kalikho Pul said that the meeting was necessitated to take stock of the development scenario and to plan for the work to be done in the year ahead. Inviting all the members to participate candidly in the deliberations, he said that we must work collectively to deliver on the promise of change that we made to the people of the State.
The legislators affirmed the Chief Minister's actions of making all out efforts for development within the short period of 4 months since taking office.
In the course of the meeting, the assembled legislators, which included Deputy Chief Ministers Chowna Mein and Kameng Dolo as well as cabinet ministers, parliamentary secretaries and MLAs, came out in strong support of the achievement in procuring land at New Delhi, Mumbai, Shillong and Guwahati for construction of Arunachal Sadan and House.
They said both this, and the highly successful public darbar were indeed vital achievements to reach out to the unreached.
Taking up discussions on the disbursement of Disaster & Relief Funds, the members shared that this must be done on a need basis and examining the severity of the impact at various locations. Similarly, the house was unanimous that the funds that the State government receives from the DONER Ministry and the NEC should also be utilized so that there is equitable and balanced growth across the State.
The assembled legislators were of the unanimous opinion that the manpower shortfall and immediate requirement in the power sector to maintain the hydropower and mechanical infrastructure as well as transmission lines as also that of the departments of geology and mining and water supply would have to be resolved. Pul said that the government would make a special effort to reinforce the staff strength in the administrative outposts in far flung areas to ensure better delivery of services in these areas. Wherever required, additional posts would be created he assured them.
Exhorting all the ministers, parliamentary secretaries and MLAs to take up unannounced visits to various facilities to monitor performance and quality of assets, the Chief Minister said that this also brings us closer to people and gives them an opportunity to present their difficulties to us directly. Extortion in the name of donation unacceptable: DC
ITANAGAR, Jun 21: Itanagar Capital Complex, Deputy Commissioner, Sandeep Kumar Singh has stressed that extortion in any form in the name of donation from market is unacceptable and appealed the public to bring any form of donation to the notice of the district administration.
The DC was convening a meeting to review law and order situation and to discuss various issues pertaining to traffic management, enforcement of COTPA 2003, security, menace of drugs etc. in the Itanagar Capital Complex at his office chambers on Tuesday.
DC Singh also informed that illegal earth cutting has been prohibited in the Capital Complex and directed the EACs Itanagar, Naharlagun and CO Banderdewa to keep monitoring and not to allow any kind of illegal earth cutting happen.
The DC also directed the magistrates to check the nuisance of dice, DJ nights, melas, etc. and stressed that proper permission has to be obtained from District administration for organizing such event. The DC also asked them to check illegal selling of liquors.
The DC further stressed on strict implementation of Cigarettes and Other Tobacco Products Act (COTPA) which prohibits selling of tobacco products to minors below the age of 18 years, and in places within 100 metres radius from the an education institution. He also asked the Police to give priority to Childline cases and help in facilitating their rescue operation.
On the issue of vendors and their encroachment along the roadsides, the DC informed that a Town Vending Committee would be formed who will decide regarding their relocation but it must be ensured that no new vending area should come up.
The DC has appealed the public to keep their stray animals like pigs within shed and to let them undergo regular check up especially during monsoon as it possessed risk of outbreak of various diseases.
Earlier, SDPO Itanagar Techi Hanyir briefed on the enforcement of Traffic rules and the shortcomings the police department face in this regard. The SDPO further informed that regular drives to check drunken/rash driving, driving without helmet, pollution under control certificate etc are being carried out regularly but termed shortage of traffic personnel as hindrance in implementing checking of other traffic rules like haphazard parking etc. She further requested the DC to put up signboards for speed control at various strategic locations to which the DC informed that District Road Safety Committee has been made who are working on the issues of traffic management.
EAC Naharlagun, Hento Karga requested for sensitization and awareness programme to be carried out.

Governor, Rijiju leads IYD celebration
ITANAGAR, Jun 21: The old and young alike across the state stretched themselves in various Yoga postures to mark the second International Yoga Day (IYD) as Governor JP Rajkhowa and Union Minister Kiren Rijiju led the main event at IG Park here performing yoga ‘asanas’ (postures).
Speaking on the occasion, the Governor said, for peace, prosperity and a healthier nation, yoga is very important.
Exhorting the people to practice yoga and incorporate it in their daily lives, Rajkhowa said that yoga embodies unity of mind, body and promotes unity and harmony amongst people, man and nature.
"It is a matter of great pride for every Indian that the United Nations Organization by a unanimous resolution supported by 177 countries, in agreement with the views and appeal of the Prime Minister Narendra Modi, declared June 21 as the International Yoga Day.
Today, the Day is being observed in more than 150 countries of the world and not only providing employment opportunities as yoga instructors and teachers to many but also helping many more entrepreneurs and local small scale industries in producing Yoga mats and apparel," the Governor added.
In his address, Rijiju said that yoga was known throughout the world but in the last two years only after the initiative of the Prime Minister, its popularity has grown tremendously.
He further said that because of yoga philosophy, the outlook towards India has changed in the world for the better.
Despite inclement weather, several MLAs, senior citizens, government officers, police and ITBP personnel, members of civil societies and school students participated in the main function at Indira Gandhi Park here.
The event was jointly organised by the Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP), Patanjali Yog Samiti, Art of Living, Arunachal Vikas Parishad, Seva Bharati, Sanskar Bharati, Arun Jyoti, Brahmakumaris and Arunachal Shiksha Vikas Samiti and assisted by the Deputy Chief Councillor Kipa Babu and Itanagar Market Welfare Association (IMWA).
As part of the International Yoga Day and to promote Yoga amongst the members of the Governor’s establishment, a Yoga session was organised in the Darbar Hall of the Raj Bhavan.
Led by wife of Governor Rita Rajkhowa, officers and officials of the Governor’s Secretariat, members of the Raj Bhavan families and security personnel of Indo Tibetan Border Police participated in the session.
Rajaque Rehman and Tage Kaku of the Art of Living conducted the Yoga session.
The IYD was also celebrated in all the district headquarters led by the Deputy Commissioners of their respective districts.
The health benefits associated with regular yoga practice and how yoga poses and meditation help fight diseases like, diabetes, blood pressure, reduce stress, tension etc. were explained elaborately by the deputy commissioners, yoga experts and instructors.
AT TAWANG, the celebration began with a 'Walk for Yoga from DC’s office premises to Parade Ground. Around 1000 participants comprising of Govt. officials, students and general public led by the Deputy Commissioner Kashish Mittal walked through the streets of Tawang holding placards and banners to create awareness about Yoga.
The DC highlighted on the physical, mental and spiritual benefits of Yoga and advised everyone to adopt in their lifestyle.
A formal yoga session was also held Kalawangpo Hall.
To commemorate day, the ADC office Jang has set up one Yoga Centre with a regular Yoga Instructor and a Viyamshala at Indoor Stadium , Jang with support of NHPC Ltd.
AT DAPORIJO, an hour-long Yoga session was organized at Singik Hall to mark the day, wherein Deputy Commissioner Komkar Dulom, DMO Dr. N Geyi, HoDs, school children, CRPF personnel and public took part.
At BOMDILA, the day was celebrated at Buddha stadium by organizing an hour-long yoga session, wherein hundreds of people from all walks of life, including Deputy Commissioner Sonal Swaroop and those from SSB, Army, paramilitary forces, police, students, public, officers and officials participated.
The Deputy Commissioner advised all to practice yoga regularly for a sound mind and healthy body.
AT YINGKIONG, around 100 children from VKV and other Govt. schools took part in a mega Yoga session to mark the IYD at Multipurpose hall, under the guidance of yoga gurus and instructors.
Deputy Commissioner Remo Kamki also joined the celebration.
AT HAWAI, a three days Yoga camp was organized as part of the IYD celebration which culminated on Tuesday.
Organised by District Administration in collaboration with Kaivalyadhama Yoga Institute Lonavla, Pune, Maharastra and Ministry of Ayush, the three day camp witnessed participation from all walks of life.
Praying for achievement of inner harmony and peaceful co-existence, Deputy Commissioner, Mamata Riba expressed gratitude to the representative of Kaivalyadhama Yog Institute Lonavla, Ministry of Ayush and visionaries of International Yoga Day for the Universal popularisation of Yoga.
Yoga camps were also organized in various circles of the district, including in easternmost circles of the country Kibithoo and Walong from June 20 by the District Administration in collaboration with Department of Education Anjaw.
IYD celebration at Hayuliang was inaugurated by ADC K Jilen.
Speaking on the occasion, the ADC said that Yoga is not merely a physical exercise but also an art, a holistic approach for well-being of mind and soul.
AT KHONSA, addressing the participants, Deputy Commissioner Ravi Jha said that Yoga is not related to any religion but a way of living. It is a series of physical and mental exercises through which we can achieve healthy and stress free life, he said. He encouraged the participants to practice yoga regularly.
The Day was also observed at RK Sarada Mission, Khonsa, RK Mission School, Narottamnagar, Deomali, GHSS Borduria.
AT AALO, the IYD was celebrated at Gumin Kiin and RK Mission School in a befitting manner.
District Medical Officer Dr. Marbom Basar explained the value of yoga in life. Yoga training was organized for students in coordination with Kaivalya Dham Yoga Institute based in Pune, Maharashtra at R.K. Mission School.
The day was also observed at Army headquarters of Aalo.
AT ANINI, Deputy Commissioner in-charge Marto Riba advised the students to take Yoga activities as part of day-to-day curriculum for better concentration on study.
Earlier, the DC flagged off a mass procession organized as part of the IYD celebration to create public awareness about the benefits Yoga.
Yoga Guru from Indian Army imparted yoga postures, including Pranayam to the participants.
AT ZIRO, addressing the participants, Hatha Yoga Expert Yarang Michi urged everyone to make Yoga a part of their life and said that it is not a religious practice rather a way of living.
"It is by now acknowledged worldwide that Yoga has the advantage of being able to provide a holistic approach to health and wellbeing,” she said.
The celebration at Abotani Hall,Hapoli was organized by Nani Sala Foundation.
AT PASIGHAT, hundreds of students, officers and staffs were trained on various Yogasanas (Yoga postures) in various camps organized in various locations within Pasighat.
Deputy Commissioner Isha Khosla, who himself participated in yoga session, appealed to the people to adopt yoga as part of life. Yoga is an invaluable gift of the ancient Indian tradition that provides a holistic approach to health and wellbeing. Yoga embodies unity of mind and body, thought and action, restraint and fulfillment, harmony between man and nature, she added.
IYD was also organized by the MO In-charge, PHC Boleng Dr. H Tamut in Paman Club in a befitting manner.
AT YUPIA, Deputy Commissioner Pooja Jain said that Yoga is not an exercise; it is holistic way to purify mind, body and soul.
Addressing the school children, the DC advised them to take part in extra- curricular activities for overall development. She also asked them to maintain discipline as hardwork and discipline is key to success in life. Discouraging early marriage, she called upon the girls’ student to study hard to become independent.

Basic Yoga postures were taught to the participants by the Yoga Instructor from Art of Living, Itanagar.
AT CHANGLANG, a procession was taken out by the students to mark the occasion.
Deputy Commissioner Wayong Khimhun urged all the participants to continue practicing Yoga for healthy mind and body.
IYD was also celebrated at Jairampur and Bordumsa Sub-Division.
The Yoga session by AR witnessed whole hearted participation from the civilians, the local police, AR jawans and students.
AT NAMSAI, IYD was celebrated at the town hall with huge enthusiasm. Deputy Commissioner RK highlighted the importance of Yoga. He emphasized on proper learning and practice yoga posture in scientific way under the supervision of a trained Yoga instructor. He appealed the gathering to incorporate Yoga as a part their daily life.
Chaitanya Sharma, Yoga Instructor from Kaibalya Dhama Yoga Institute, Lonavala, Maharastra demonstrated all essential yoga asanas to the participants.
Yoga programmes were also organized by AYUSH, Sports Authority of Arunachal in all administrative Hqs and all secondary and Higher Secondary level schools, colleges in the district.
AT SEPPA, The main highlight of the programme was yoga demonstration. Pledges on moulding oneself into a good, healthy and lovable human being, creating cordial and beautiful surrounding, and acknowledging every human being as one were taken during the programme.
Speeches on objectives of the International Yoga Day and health-related advantages associated with the daily practicing of yoga were delivered during the day by various resource persons.
DC Rajeev Takuk has affirmed that the yoga being recognized and accorded a day to be celebrated worldwide is indeed a great achievement. He said that yoga is a agglomeration and combination of body, mind and spirit.
The HQ NE Frontier ITBP in coordination with 138th BN CRPF & 12 NDRF organized IYD at Rajeev Gandhi Stadium, Naharlagun.
Over 1000 personnel from various forces, including ITBP, CRPF & NDRF and members of civil population came together to make the event a success under the auspices of HQ NE FTR ITBP.

Yoga instructor from “Art of Living” Ashram, Itanagar conducted the yoga session.
Reports of IYD celebration were received from the NSS unit of Rajiv Gandhi University, State unit of Geological Survey of India, NHPC‘s Subansiri Lowr Project, Gerukamukh, APRB-RSETI, Nirjuli, Vivekananda Kendra Raga, Newman School in Neotan village, Mayu village under Roing circle.

Heavy rain causes damage to township
AALO, Jun 21: Due to continuous rain for the last few days, people of Aalo town have been facing problems of erosion, water logging while, river and rivulets are also flowing above normal level causing extensive damages to paddy fields.
Water also entered the APEDA office and many households at New Siyom Colony located opposite Airfield in the absence of proper drainage system.
Erosions have also taken place in various govt. and private establishments that pose threat to various infrastructures. Further, the Wak Yomcha road is reported to be blocked due to land slide. The water level of Sipu and Yomgo River are also rising alarmingly and district administration has through public announcements directed people to take utmost precautions. Meanwhile, a team of officials headed by DDMO, Nima Dorjee is constantly monitoring all vulnerable locations. (DIPRO)
The land we call our home

The Capital administration led by Sandeep Kumar Singh had attempted to demolish few structures constructed on encroached government land in recent times. Predictably, the attempts have not yielded any positive results because the land mafias led mostly by government employees, supported by politicians are stronger than the zeal of a young IAS officer on a mission to straighten the system that is deeply organized in corruption.
Every inch of available land in capital has been encroached upon, mostly by people who come from outside the capital. Earlier, it was done by officers and now, it has been taken over by the organized gangs who have migrated to the capital region from elsewhere with bag and baggage in search of better livelihood, little realizing that after sometime, they will be pooled in a club called urban poor, even though they might have few meters of encroached land.
The situation has come to an alarming point where the poorer section within the indigenous community of Papum Pare and Capital region has been pushed out to the peripheries. Encroachment of Govt land which started in the early 80’s reached the peak in the 90’s and since then there has been no looking back. Now, situation has come to a point where government quarters are being demolished to build private residences, all under the watchful eyes of the Departments of Land, Urban Development, Housing and Chief Estate Office. It is impossible for water tankers and fire fighting trucks to enter because the colony roads have been encroached. Forget the road or the Govt quarters, even the designated dust bin areas have not been spared. Respective governments have been silent spectators to the dubious practice of encroachment further encouraging the people to indulge in more and more, right from local officers belonging to Indian Administrative Services to a peon in the state Govt. There are many in between making it practically impossible to do anything.
To make matter worse, these lands have been regularized. If someone chooses to go to the Court, in all probability, they will win the case, because there is Govt stamp of approval on encroached land.
An attempt was made in 2013 when the administration decided that one has to get no (encroachment) objection certificate to get pension and other dues. The same applied for the constitutional appointments. But this pertinent decision has failed to stop encroachment even though some employees deservingly are still languishing from getting their dues. The 2013 decision has been opposed by the powerful Confederation of Service Association of Arunachal Pradesh (CoSAAP), amply implying that major chunk of defaulters are Govt employees.
Now, there seems to be no solution in sight. But a start has to be made to stop whatever remains of the community land that became a wildlife sanctuary that we happily decided to own and destroy inch by inch. If one has to start, either they start from Hollongi till Banderdewa without being dictated by political and administrative pressure or start with the homes of MLAs and officers, built on encroached land. If there is political will, officers like Sandeep Kumar Singh need not be stopped by human chains from demolishing houses that is built illegally on donated community land, mercilessly encroached by greed, muscle and money power.
It is rather ironical that even though all we need is six feet of land, lesser actually for most of us, it has not stopped us from grabbing more and more and concretizing the land we call our collective home that no one cares about.
Society needs to take tough stand against drugs abuse: DC
ITANAGAR, Jun 21: Namsai DC, RK Sharma said that the menace of drugs and opium addiction can only be stopped when the whole society stands united and takes a tough stand to eradicate it.
He was addressing a meeting on the drug abuse issue in the district in view of the ensuing World Anti Narcotics Day, held at his office chamber on Tuesday.
The issue of drugs have been taken up by the administration with the help of NGOs and student organizations many times but no positive result has come out, the DC said adding that the society needs to take initiative and cooperate with the administration to prevent the district from becoming a drug hub.
The DC further said that whoever found involved in drugs and opium peddling will be booked and strict action will be taken as per the law.
Superintendent-cum-nodal officer Narcotics, Oli Koyu in his address also emphasized the need to change the mindset of the people to check the growing drug abuse in the district. While expressing concern over the increasing number of drugs users in the state, he appealed to the NGOs and general public to extend cooperation to the administration when it carries out operation against destruction of opium. He further said that the cooperation of public is necessary to convict the arrested drug peddlers and smugglers.
NCST takes stock of prog implementation in state
ITANAGAR, Jun 21: National Commission for Scheduled Tribe (NCST) secretary, Anil Kumar Agarwal took stock of the various Govt programmes and policies being implemented in the state.
In a consultation with the senior Govt officers at Banquet Hall here on Tuesday, Agarwal enquired about the development activities being carried out by various departments.
When enquired about the status of Eklavya Model Residential Schools (EMRS) which are funded by the ministry of tribal affairs, the Director School Education informed that
till now 7 EMRS have been sanctioned by the ministry but only two are functioning. Delay in releasing the school fund and salaries to teachers is badly affecting the functioning of these schools, the director added.
Chief Secretary Shakuntala Gamlin said that Arunachal Pradesh being a 100 per cent tribal state deserves special dispensation in terms of development like relaxation of norms in various Central Govt schemes. She also informed the visiting NCST secretary that state Govt. is committed to improve the school infrastructure in education department. On being asked about progress made in improving the sanitation in the government schools, the Chief Secretary apprised NCST about various steps initiated by state government in this regard.
Gamlin also briefed about the status of girl child enrolment in Govt schools. She informed that earlier school drop-out rate had increased due to non-availability of proper girls' hostel in many of the Govt. run schools. At present the situation is changing gradually due to implementation of various SSA schemes, she added.
Highlighting the horticulture and agriculture potentials of the state, Gamlin assured that Arunachal will soon be declared as organic state like Sikkim.
Madhu K. Garg, Secretary Social Justice & Empowerment and Tribal Affairs (SJETA) informed that schools like Sharada Mission and RK Mission attract more students due to the pathetic and poor performance in govt. schools. She emphasized on the need to improve quality of Govt. schools as majority of population depends on it.
Yumlam Kaha, deputy director, social justice and empowerment, also briefed about the developmental schemes initiated by his department.
Commissioner, Rural Development, Indra Mallo and Commissioner Health Hage Kojeen briefed about various problems being faced by department, while implementing the government schemes.
NCST secretary appealed all the officials to make people aware of the insurance policies started by the central Govt. He urged the CS to ensure that every Arunachalee both in rural and urban area open bank account under Jan Dhan Yojana to avail govt subsidy and other benefits.
The NCST secretary, who had visited Ziro valley during his 3-day official tour to state, stated that there is vast scope to speed up the pace of development in the frontier state.
Agarwal also visited state museum, bamboo mission at Poma and famous Gyekar Sinyi Lake.
Do not compromise with work quality: Commissioner
TAWANG, Jun 21: Commissioner (Finance & Power), Ashish Kundra has called on the government officials not to compromise with quality of work at any cost and ensure timely completion of projects.
The Commissioner was addressing the Head of Departments (HoDs) in a meeting at DC’s conference hall, Tawang on Tuesday, reviewing and taking stock of various projects of Power, DHPD, APEDA, Textile and Handicrafts, Medical, Education, Horticulture, Agriculture, Veterinary and Tourism departments.
Taking note of the projects being undertaken by NHPC under CSR scheme, Kundra opined for taking up need based projects and avoiding duplicity.
Highlighting the major problems of the district, DC Tawang, Kashish Mittal informed that power and road communication has been the major lacunae. However, he said that steps are being taken for commissioning of new projects and for restoration of damaged roads. The DC said that administration has been in constant touch with BRO for restoration, double-lane work and black topping of the entire roads.
The meeting was also attended by Special Secretary, Power, Sang Phuntso and Chief Engineer (E&M), Along Ketan.
EE (Power), EE (E&M) and GM, NHPC made detailed presentation on the power scenario of the district and hydropower projects under construction in Tawang.
The EE (Power) informed that insufficient funds allotted to the departments for payment of electrical rent has created huge outstanding against the departments. The EE also highlighted the scope of improvement which included renovation of damaged 33 KV line from Sela to Jang and 33kv express line from Dirang to Jang.
When enquired by the Commissioner on the reasons for the gap between the installed capacity and actual generation of the hydels in the district, he was informed about the various damages including the washing away of the weir & intake and channels of Kitpi Ph-I and II during the flash flood in April.
Later, the Commissioner also had a meeting with the members of the 302 Action Committee. DIPRO
Women clean up Police Station, SBI

PASIGHAT, Jun 21: About 60 women volunteers including members of various Self Help Groups of Pasighat conducted cleaning drive in and around the Police Station here on Tuesday. The volunteers also installed half a dozen bamboo dustbins there.
Municipal Councillor for Ward-12, Kangge Moyong, who supervised the drive, appealed to the police personnel, office goers and local businessmen to spare their time to keep their town clean. Moyong had also provided an excavator for clearing the blocked drains at the police station.
The women volunteers also conducted Safai Abhiyan in the premises of state Bank of India, Pasighat branch.
Pollution Board asks for staff salary, zonal offices
ITANAGAR, June 21: The Arunachal Pradesh State Pollution Control Board (APSPCB) has appealed to the Parliamentary Secretary, Environment and Forest, C T Mein to take necessary steps for disbursement of salary component to the Board staff and creation of two zonal Board offices at Namsai and Bombila.
Highlighting the practical difficulties being faced by the Board in ensuring proper monitoring of pollution control rules all over the state, the Board Chairman Techi Tagi Tara in a meeting with C T Mein informed him about the non-receipt of salary for the staff of the Board from the state Government. Informing that the Board is not able to monitor industries operating in the districts properly, the Board chairman T T Tara also pleaded for creation of two Zonal offices at Namsai and Bomdila.
Stressing the need of strict checking of pollution for clean environment, C T Mein stated that pollution control guidelines must be followed while granting permission for establishment of industries. Citing example of dust and noise pollution emanated from stone crushers, he told that the Board must act sternly as per rule against defaulters.
While assuring all possible support to the Board, the parliamentary secretary said that the matters raised by the Board will be taken up with the Chief Minister for necessary action.
Officers of the Pollution Board were also attended the meeting.

ITANAGAR, Jun 21: Ziro United FC (ZUFC) and Being Friends FC have entered the finals of the Dree Football Trophy-2016 by knocking out the defending champions of the tournament here on Tuesday at DNGC ground.
In the 1st semi-final played between ZUFC and Hello FC (HFC), the former defeated the later by a solitary goal. Gyati Tatung of ZUFC emerged as the match winner as he netted his sixth goal of the tournament. With this goal, he also became the leading goal scorer of the tournament. In the finals, ZUFC will face the winner of the other semi-final played between Tajung Tana FC (TTFC) and Kipu FC (KFC) on 22 June.
In the second semi-final of the day in the senior category, Being Friends FC (BFFC) defeated the Defending champion Service XI FC also by a solitary goal scored by the BFFC skipper Kago Sambyo through a spot kick. In an equally contested match neither of team could score any goal in the first half. However, the fate of the match was decided on the 44th minute as a penalty was awarded to BFFC for a handball in the box. Taking the opportunity the BFFC skipper successfully converted the spot kick to lead his team into the finals. He was also declared Man of the match for his outstanding performance.
The finals will be played on June 24.
Water supply to be affected
ITANAGAR, Jun 21: The normal water supply to Itanagar Township would remain affected for the next two days due to the breach of the pipeline feeding Gekar Putung (Poma) WTP at about 7km from Poma village towards the source. The breach occurred on Tuesday and the restoration work is going on full swing.
The PHED has requested the consumers to bear with the department.
GBPIHED upgraded as national institute
ITANAGAR, Jun 21: Ministry of Environment, Forest and Climate Change, GoI has recommended upgrading of the GB Pant Institute of Himalayan Environment & Development (GBPIHED) to a national status.
The institute got much recognition at both national and international level on account of its leading role in environment and development related work of the Indian Himalayan region over the last 27 years of its establishment. Based on the quality and importance of research and development work carried out by the institute it has also been inducted as a life member of the Himalayan University Consortium among the 43 leading universities/research institutions of the world.
The institute’s Director, Dr. P.P. Dhyani said that with the up-gradation as National Institute, it will more effectively facilitate researchers across the world to carry out vigorous research work in the Indian Himalayan region, the process will now assertively place the Institute’s views on Himalayan issues at the International forums and find wide range solutions to the environmental problems. A committee constituted by MoEF&CC will soon visit the institute to evaluate the requirements of the upgraded institute.
Yoga not a religion but science of well-being
Kohima, Jun 21: Governor of Nagaland and Assam P B Acharya today said Yoga is not a religion but science of well-being and people should take out time to practice the ancient discipline.
In his message to the people after an event marking the International Yoga Day organised by Nagaland government at Indira Gandhi Stadium here this morning, Acharya said Yoga plays a vital role in maintaining physical and mental well-being.
Noting that modern life is full of stress and problems, the Governor said Yoga offers the cheapest and harmless solution to these problems in the form of relaxation.
"It helps in changing our life styles and creating consciousness....And Yoga has nothing to do with religion....It is a science and an exercise to keep our body fit," he said. PTI

1 AP BN NCC conducts annual training camp
ITANAGAR, Jun 21: The Annual training camp of 1 AP Bn NCC is underway at Rajiv Gandhi Government Polytechnic Itanagar wherein 245 NCC Cadets from various colleges and schools from across the state are participating.
Various activities, like games, drill, and cleanliness drive under Swachh Bharat Abhiyaan, tent pitching, weapon training, yoga and lectures on various topics like health, social issues etc. are being conducted.
Around 110 girl cadets and 140 boys, who have come from places like Bilat, Pasighat, Palin, and Yazali are enthusiastically participating in the camp.
The International Yoga Day was also celebrated in the camp. Apart from the participating cadets, Principal, RGGP, Itanagar Dr A K Tripathy, NCC Officers, faculty members of the college and cadets from RGGP, local schools also joined the celebration.
A cultural programme is being organized on Tuesday to mark the conclusion of the ten days camp.
Awareness progs on disaster management
ITANAGAR, Jun 21: Awareness programmes on Disaster Management and Beti Bachao and Beti Padhao programme were organized by the district administration at Etalin, Dibang Valley on Monday last.
During the awareness programme on disaster management conducted in collaboration with Disaster Management department, DDMO incharge, Peme Keche and Etalin CO, Julity Mihu as resource persons spoke on disasters like landslide, earthquake, flood and fire.
Later in the day, at the awareness programme on Beti Bachao and Beti Padhao programme, organized by the Social Welfare department in collaboration with a local NGO, Kebam-boo Society, its Secretary, Raji Pulu said that according to the 2011 census Dibang Valley has a very low girl child sex ratio (0-6 years). He appealed the PRI leaders and ASHAs to take early initiatives for encouragement of girls’ education and to minimize school drop-out percentage of girl child.

Review meeting held on public private partnership
ITANAGAR, Jun 21: A review meeting on public private partnership (PPP) under National Health Mission (NHM) was held under the chairmanship of Commissioner Health and Family Welfare (HFW), Hage Kojeen here on Monday last.
During the meeting, Dr D Padung gave a presentation on genesis of PPP model in Arunachal Pradesh, process indicators and issues pertaining to PPP operation in the state.
All the NGO partners also placed on record their performances, innovations and issues/impediments pertaining to service provisions at respective health facility areas.
Commissioner HFW, in his address advised all the NGOs to strive for further improvement in all the processes, stick to the criteria set out in MoU and to document all the initiatives for further review. He also advised to hold regular review meeting to improve service delivery at far-flung areas of the state.
Director of Health Services, Dr Moji Jini, Mission Director (NHM), PN Thungon, Director of Family Welfare, Dr M Lego and representatives of 5 NGOs managing health facilities under PPP also attended the meeting.
Demonstration on scientific pig farming
ITANAGAR, Jun 21: Demonstrations on scientific pig farming conducted by KVK, Lohit under ICAR-NRC on Yak began at Enten and Chongkham-I under the guidance of Programme Coordinator incharge, Dr. Debasis Sasmal at Namsai on Tuesday.
The units in both the villages will be maintained by women farmers, members of SHG-Khun Ta Nau Welfare Society and women beneficiaries of Chongkham village. Under the said programme, they were initially provided cross-bred piglets, feeds and medicines. These units have been developed as brooder units to supply good quality crossbreed piglets to the farming community.
‘Streamline public darbar’
ITANAGAR, Jun 21: The All Arunachal Pradesh Labour Union (AAPLU) Capital Complex unit has called for streamlining public durbar by introducing token system for limited number of visitors.
In its memorandum to the chief minister, it suggested separate timetable for medical cases and disabled persons, general public, NGOs and association and for political leaders to avoid gathering of large number of people at a given period of time as it creates stampede like situation.
Committee calls for recall of tender
ITANAGAR, Jun 21: The Pachi Rigam Road Development Committee has demanded for immediate re-call of tender of road construction work of Pachi to Rigam via Fachang, Tabri, Lochung and Bokar under NLCPR in East Kameng district.
In its representation to the chief engineer PWD Western Zone, it claimed that development will be hampered if the tender is not recalled.
The committee further added that tender process for the same was cancelled and postponed by the EE, PWD Chayang Tajo Division and was also recommended for re-call by the SE Sagalee.
Complaint against CO
ITANAGAR, Jun 21: The Silsango Circle HQs Development Committee has appealed for posting of another circle officer (CO) in Silsango circle claiming that the present CO is stationed at Itanagar and that he declines to meet people from the circle.
This being the admission season and heavy monsoon season, students and general public are facing problems in obtaining their respective documents, it said in its complaint letter to the Papum Pare DC also alleging the CO of not taking any initiative of DC’s forwarding letter.
Further claiming that other circle level officials are also not stationed at the circle HQ, the committee also sought to replace them with other sincere and dedicated officials.
Some of the MLA LAD work sites have not been properly verified by the CO who failed to visit to the actual site, it further added.

ITANAGAR, Jun 21: Itanagar Municipal Council Ward No.1 councilor Biri Tugdo has requested for constructing a drainage system from Forest Corporation to Bridge point Chimpu via Bazaar line.
Its other demands include footpath pavement on both side of the road, repairing of the damaged entry points of the various sector roads of the area and remedial measure to avoid flood for the residents living alongside Highway Bridge.
It expressed disappointment that the Trans Arunachal Highway authority and the construction agency have failed to address their grievances.
Cancel transfer order: Union
ITANAGAR, Jun 21: Stating that Seijosa and Dissing-Passo circles are sensitive circles bordering Assam and the absence of an administrative officer would put law and order at risk, the All Pakke Kessang Pijeriang Dissing Passo Seijosa Students Union (APKPDPSSU) has requested the state government to cancel the transfer of the ADC Seijosa, TR Tapu.
In a memorandum to the Chief Minister, the union stated that on behalf of PRI leaders, GBs and people of the area, the retention of the transfer order was being made as the incumbent ADC is a regular one who has stayed at the posting place with highest attendance. Activities like illegal mining and timber operations have minimized due to the efficient and bale administration of the ADC, added the union.

Education system and teachers
Dear Editor,
The news item appeared "principal and headmaster Suspended following dismal CBSE result" on your esteemed daily on June 17th has sent a very strong message to the irregular and absentee teaching faculties of the state to perform their duty with utmost sincerity and dedication by the education department. It is a praiseworthy and welcome step for all of us.
Indeed Education department should also have guts to take stern action against all those irregular and absentee teachers who are not only neglecting their duty but also ruining and spoiling the life of innocent students.
At the same time the concern authority concern of Education department should also ensure that there is availability of various subject teachers required in every Schools of the state otherwise the suspension of Headmaster and Principal would be viewed as a mere eyewash in order to cover their inefficient administration and weak education policy.
Therefore before it’s too late, our Government should ponder and view it seriously at poor performance of students in CBSE Examination and review its education system.

Revoke suspension order
Dear Editor,
This is in reference to the news item published in a section of local dailies on June 17 regarding suspension of Principal of Govt. Hr. Sec. School, Bilat. As a public representative of Bilat block, I am deeply aggrieved by the action taken by the State Govt.
It is very unfortunate that Govt had taken such a drastic action against a dedicated Govt servant before seeking an explanation. The Principal had tried to improve the quality not quantity. Was this his fault?
As the people of Bilat circle have expressed solidarity with T. Darang, Principal, Govt. HSS, Bilat. I, on behalf of people of Bilat circle, do request Education Minister, Secretary, Education and all other concerned to revoke the suspension order of the Principal immediately to boost the morale of already demoralized teaching community.
On my periodical visits to schools in my area, I had always found the Govt. HSS Bilat was running smoothly with punctuality and dedication of the teachers.
In my opinion there are several reasons which led to the debacle.
Introduction of CCE / RTE in our schools has totally changed the attitude of parents and students. Banning corporal punishment and imposition of fine and imprisonment has created a negative impact on the minds of the students. Further, this rule permits no fail system which led to the negligence on studies by students. It results in maximum failures in upper classes.
Besides this, there was no Maths teacher for half of the session in the school. The

Teaching plaguing education system
Dear Editor,
Teaching is a noble profession. The job needs lot of zeal, enthusiasm, passion and willingness from teacher’s side. Defective govt policies, lack of infrastructures for teachers and students and non cooperation from parents can be a hindrance to better education but the onus lie with the individual teacher. What I have seen is that most of the teachers are into this profession for job and financial security. They were never interested in being a teacher. They are there to escape unemployment. They teach for the sake of monthly salary they get paid to. They lack the attitude and spirit of true teacher whose job is to inculcate reading habits and guide, shape and inspire students to a bright destiny. Teachers seldom get involved with students and their interaction is limited to praising the bright students and trashing the dull. Our teachers are stuck with formal, conventional and unimaginative methods of teaching that has plagued our education system.
I rarely see a teacher become an inspiration and infuse the joy of reading habits to children and allow them to discover the power of knowledge and imagination. Uncle Moosa as known to children, who has started library movement in remote areas of Anjaw and Lohit is an illustration that spreading education does not need the infrastructures and policies of govt. It needs voluntary willingness of teacher to move out of comfort zone, fight the odds and dedicate oneself for the cause of education and be a true teacher in every sense.

Dear Editor,
On December 11, 2014 an international day for Yoga was declared by the United Nations General Assembly. Later June 21, the longest day for northern hemisphere was mandated for celebrating World Yoga day every year.
Yoga is an ancient Indian discipline. Two of its most important objectives among others are to reduce the rate of health challenging diseases and to enhance growth, development and spread peace.
It is estimated that 250 million people around the world practice yoga and 30 million of them are from U.S alone.
Mostly the western citizens are finding Yoga more attractive and fashionable than the natives according to a report. Australain P.M, Malcolm Turmball hailed yoga as “one of the India’s gift to the world “.
Looking from other side, yoga has also helped India in expanding its soft power. In the era of globalization, soft power plays a constructive role for making its influence around the world and having friendly relations with the countries. In relation to this, Yoga to a very great extent has portrayed a positive picture of India as a country to strengthen global coordination among people through Yoga. In other words it is termed as India’s “Yoga diplomacy.”
